No Charges to be Filed Against Michael Phelps

A South Carolina sheriff says he will not charge Micheal Phelps after an investigation stemming from a published photo that depicted the Olympic swimming champion using a pipe commonly used for smoking marijuana.

Richland County Sheriff Leon Lott said he couldn't ignore the photo and defended his investigation, the Associated Press reports. "Michael Phelps is truly an American hero ... but even with his star status, he is still obligated to obey the laws of our state," Lott was quoted as saying. No specifics were given about Lott's investigation.

The photo -- published earlier this month by the British newspaper News of the World -- was taken at a party last November attended by Phelps during a visit to the University of South Carolina.

The 14-time gold medalist issued a public apology after the incident and acknowledged using bad judgement. USA Swimming suspended Phelps for three months after the photo emerged and cereal company Kellogg Co. said it would not renew its endorsement deal with him.
